Operating plans

As part of the implementation of the 2021-2024 Strategic Marketing Plan, Turespaña does not act alone, rather it collaborates with a variety of partners with which it works on a coordinated basis to jointly achieve the objectives defined.

The Annual Operating Plan (POA) is the document that sets out all the actions that Turespaña performs during the year, as part of the implementation of the Strategic Marketing Plan. The preparation of the POA begins in May of the previous year and involves the analysis of the market and the determination of tactics and priorities. Once this analysis phase is complete, Turespaña starts to prepare the list of activities that, within the framework of the priorities previously defined, will contribute to achieving the objectives.

The autonomous regions and product clubs participate directly in the preparation of the POAs, submitting the proposals of their destinations. They also analyse the proposals made by Turespaña and a dialogue process is embarked upon to define joint promotion plans. This process culminates with the Turespaña Convention being held in the month of October. Here, destinations and companies meet in person with Tourism Advisors based abroad to finish developing action plans.

At the same time, Turespaña holds meetings with other stakeholders. After this dialogue process, plans are prepared and approved during November.

Over the course of the year, an initial planning adjustment is made within the framework of FITUR where, once again in the form of face-to-face meetings, details of the most relevant actions are defined.

Over the course of the year, periodic controls are performed as regards the implementation of the Plan, which must be finished in February of the following year.
